Parallel Lines
Create line AB.
Use the parallel line tool to create a line parallel to line AB that contains point C.
Add point D to the line containing point C.

Perpendicular Lines
Create line AB.
Use the perpendicular line tool to create a line perpendicular to line AB that contains point C.
